She oversees the organization’s overall operations, strategic direction, and financial performance. With over 30 years of experience in the healthcare industry, Charlotte has developed and maintained strong relationships with clients. Her areas of expertise include expert witness litigation, compliance work, and providing formal training on healthcare coding standards and industry regulations, all of which contribute to enhancing the financial performance of KHC’s clients. Charlotte takes a collaborative approach to decision-making, valuing input from key stakeholders within the firm. Irene Torino, BSN, MS is a Senior Vice President and seasoned healthcare professional with more than 30 years of diversified experience. She has worked with a wide variety of clients, including Providers, Academic Medical Centers, Community Hospitals, Post-Acute Care, Home Health, and Law Firms. She has extensive experience assisting clients with regulatory issues, fraud and abuse, litigation support, coding, billing, claims and reimbursement reviews, and improving operational efficiencies. She has developed and implemented compliance programs and monitoring systems to identify and mitigate compliance risks and assisted clients with reporting and corrective action plans. She is frequently sought as an advisor and expert by many providers, and their internal and external Counsel.

Felicia Allis is KHC’s Office Manager, responsible for overseeing and coordinating the day-to-day administrative functions of the organization to ensure smooth and efficient operations. She provides operational guidance and supports our consultants with various requirements and assignments. Always striving to improve efficiency, Felicia streamlines office operations by assessing current practices, identifying areas for improvement, and enhancing workflow optimization, process improvement, and resource utilization. Her goal is to boost productivity while reducing costs.

Noël Asen is a versatile professional with a solid background in fiscal operations, full-cycle accounting, project management, human resources, benefits, and payroll. She is known for a diverse and adaptable skill set that supports a wide range of organizational goals, from compliance and operations to strategic planning. With over 25 years of experience, she has consistently demonstrated her ability to oversee financial operations and lead cross-functional projects in fast-paced environments.

Khalida S. Burton, MBA, FHFMA, CRCE, CRCR, is a Director at Kohler HealthCare Consulting with over 25 years of expertise in revenue cycle, reimbursement, compliance, internal audit, and litigation support, including expert witness testimony. Her experience covers hospitals, health systems, medical practices, and skilled nursing and long-term care facilities. Khalida specializes in front-end patient access, charge capture, managed care contracting, and back-end patient financial services/billing operations, implementing best practices in policies and workflows. Known for her strategic insight, leadership, and project management skills, she effectively drives measurable financial performance improvements in the healthcare sector.

Stephanie Campbell, MPH brings 10+ years of healthcare, epidemiologic, and public health analytics experience, bridging data science and health strategy in the public sector. She specializes in advanced analytics, data governance, and performance benchmarking to optimize outcomes, operational workflows, and quality improvement. Her expertise bridges technical analysis and executive leadership, enabling healthcare organizations to make evidence-based decisions and drive measurable impact. Stephanie excels at custom data management and analytics solutions leveraging tools such as Microsoft SQL Server, Tableau/PowerBI, Python, and R.

Heather Dunlap, CPC, CDEO, CRC, CEMC, CHONC, serves as a Manager at Kohler HealthCare Consulting. Her tenure in the healthcare industry exceeds two decades, focusing on critical areas such as coding, compliance, audit reviews, billing, and resolution of insurance denials. Ms. Dunlap demonstrates proficiency in established coding guidelines and systems, including E&M, CPT-4, HCPCS, and ICD-10-CM. Furthermore, she is dedicated to advancing the knowledge of healthcare professionals regarding legal and ethical coding and documentation practices.

Jessica Felder, MHA, CRCP, CPCS is a Manager at Kohler HealthCare Consulting and has over 20 years of experience in healthcare revenue cycle operations, finance and reimbursement, practice management, provider enrollment and credentialing, due diligence reviews, human resources and data analytics. Jessica has experience working with hospitals, large health systems, skilled nursing facilities, physician practices, and law firms. Currently, Jessica is focused on compliance assessments and program development including policies, procedures, measuring performance, and reporting to mitigate risk. Jessica currently serves on the Maryland AAHAM Board of Directors as the Membership Chair.

Elizabeth “Beth” Franzak, CRCE, CCT is an Associate Director with Kohler HealthCare Consulting and has extensive healthcare revenue cycle experience from the payer, provider, and institutional perspective. She specializes in healthcare process improvement, innovation, best practice implementation, physician and clinical integration, compliance and regulatory-based policies and procedures, practice management, system conversions, team development and interim management. Beth managed the Revenue Cycle Operations of a comprehensive medical center. Responsibilities also included managing the hospital-based physician practices. In addition, she had oversight responsibilities of the Emergency and Oncology Departments as well as Inpatient Units. Her payer experience involved claims operations for Medicaid and Medicare Advantage payers.

Brittany Geary, MS, CHC is a Manager at Kohler HealthCare Consulting with 15+ years of experience in hospital and health system compliance program oversight specializing in federal and state reimbursement programs. Brittany is dedicated to helping healthcare organizations maintain regulatory billing compliance and operational integrity.

Julie Irvine, MSHCM, BSN, RN, CCRN, CSSBB, RAC-CT is a Healthcare Operations & Performance leader and critical care nurse with 30 years of experience driving hospital operations and advancing strategic initiatives to improve quality outcomes. She is passionate about fostering a culture of continuous improvement and is recognized for providing expert training, mentorship, and leadership in performance excellence. Linker Mills FHFMA, EHRC, CSBI, CHCRS brings nearly 30 years of healthcare finance expertise to his clients. He has participated in numerous operating and capital budget planning cycles, from initial forecasts to board presentations. Linker has managed the monthly close and analytics processes at both the provider and corporate levels. His extensive database and software experience includes custom analytic solutions and Microsoft SQL Server. He excels at transforming data into actionable insights using SQL, Python, and, more recently, R.

Hafiza Mohammady, MD-IMG, CPC, CIC, is a consultant at Kohler HealthCare Consulting Inc. with 12 years of clinical experience. She audits inpatient and outpatient charts, ensuring coding accuracy (ICD-10-CM, ICD-10-PCS, CPT, HCPCS) and validating DRGs, APR-DRGs, MCCs, CCs, and SOI using encoders like 3M, Trucode, and Entelicode. With international medical training and coding certifications, she supports advisory and litigation projects by integrating clinical insight into documentation and coding reviews. Sara Rivenburgh, CRCR is an Associate Director with Kohler HealthCare Consulting and has over 30 years of diversified healthcare industry experience. She develops marketing strategies, compliance programs, business plans, and operational policies and procedures for various healthcare entities. With Kohler, Sara performs CDM coding updates, RVU assessments, and other revenue cycle activities. She incorporates her investigative skills and her ability to analyze financial data to litigation matters and Independent Review Organization (IRO) engagements. Sara has extensive knowledge of the CMS Hospital Price Transparency Rule, and the Federal No Surprises Act. She has assisted numerous providers/facilities with implementation and ongoing compliance.

Martina Sedlak, CHC, CHPC, is a Compliance & Privacy Officer and healthcare professional with over 30 years of experience in healthcare and insurance compliance and privacy. She has developed and led compliance and privacy programs, collaborated with C-Suite, State and Federal regulators, leadership, attorneys, payors, providers of all specialties, patients, and consumers, to meet strategic business goals. She has executive leadership and operational expertise and has led risk assessments, policy management programs, privacy impact assessments, large data investigations, auditing and monitoring programs, and remedial restitution. She specializes in governance infrastructure, process efficiencies and standardization, litigation support, and educational programs. Simbo Famure, LPN, CPC, CEMC is a Senior Consultant at Kohler Healthcare Consulting, Inc., and works in the hospital and facilities coding and compliance programs. She has 20 years of experience in the medical field.  Her coding experience includes Inpatient, Outpatient, Emergency Department, Evaluation and Management (E/M), Wound Care, Psychiatry, Physical and Occupational Therapy, Neurology and Neurosurgery, General Surgery, Pediatrics, and Ambulatory coding audits. Her work enhances productivity and accuracy for providers and coders.

Dawn Doll Homer, CPC, CEMC, CDC, Manager, is a member of the healthcare team at Kohler HealthCare Consulting. She has over 30 years’ experience in administrative and finance in healthcare. This includes extensive experience in Emergency Department and E/M –Evaluation and Management reviews for many of the hospitals in Maryland as well as private physician offices outside of Maryland. Ms. Homer has expertise in the Long-Term Care (SNF) billing for Medicare, Medicaid and Private payers. Ms. Homer has been actively involved in all aspects of research in the healthcare area including compliance, human resources, billing, and Medicare and Medicaid issues. She has assisted hospital management to complete all documentation, submissions, and monitoring to obtain Medicare provider numbers and credential status for Physician Assistants to allow for professional billing. Ms. Homer works on analysis of coding patterns, regulatory issues, project monitoring, along with facilitating client communication on our projects. She is a member of the American Academy of Professional Certified Coders with her CPC, CEMC certified in evaluation and management coding.

Diane Jordan, RHIT is a Director at Kohler HealthCare Consulting, Inc. and has 35+ years of experience in healthcare management, specializing in Health Information Management. Her experience covers electronic health record (EHR) applications, including implementation, compliance, coding, coder training, clinical documentation improvement, revenue cycle operations, Joint Commission on Accreditation of Healthcare Organizations, and HIPAA. She has held positions as Director, Health Information Management, Privacy Officer, Case Mix Manager, Coding Manager, Coder, Data Analyst, consultant including interim management positions (Corporate Compliance Manager, Charge Description Manager), and performing compliance charge audits and coding audits.

Julie Leonard CPC, CPCO, CPMA, CRC, CANPC, CCS, CHRI, CRCR, ACS-AN, RCC Associate Director is a seasoned professional and has over twenty-five years of compliance, coding, and revenue cycle experience. She has extensive knowledge of CMS guidelines, Stark Law, and Anti-Kickback Statutes, AMA (CPT) coding guidelines, ICD-10-CM guidelines, OIG work plan focus areas, CMS, NCD and LCD policies and is familiar with CoP and CfC designated by CMS.

Diane Robinson, CRCE, CRIP, RHIA, CEMC is a Senior Manager with Kohler Healthcare Consulting and provides over 25 years of revenue cycle experience in hospital and large health systems. Her experience covers areas encompassing billing, accounts receivable, charge description master maintenance, revenue integrity. Diane has specialized in Revenue Integrity efforts to improve clean claim with root cause resolution to claim edits and ensure accurate charge capture with clinical department training and education. She has engaged in numerous EHR conversions and implementations.

Susan Elaine Santoro, FACHE, MBA, PMC is a Managing Director with a diversified industry experience including holding senior level positions in hospital administration as well as national and international management consulting to C-Suite executives at Academic Medical Centers and health systems. She has focused on assisting providers with transformation through operational and financial performance improvement, strategic growth, implementation and large-scale project management and brings extensive experience managing complex projects. She is a Fellow of the American College of Healthcare Executives (FACHE) and has been responsible for hospital operations, health system strategic planning, new program development and business planning supporting service delivery enhancements and network development.
