Kohler HealthCare Consulting is an effective results-focused health care consulting firm with clients across the United States. The firm was started in 1980 and has been in constant operations except for the period of 2003-2009 while it was part of Navigant Consulting. Kohler HealthCare Consulting is an independent, woman-owned, consulting firm with a staff of highly experienced, engaged, and credentialed staff.
We have extensive relationships with healthcare organizations including Hospital Laboratories, Diagnostic Laboratories, Clinical Laboratories, Academic Medical Centers, large and small Hospitals, Ambulatory Care, Critical Access Hospitals, Therapy, and IDT facilities, Psychiatric, Physician/Medical Practices, Long Term Acute Care Facilities, Skilled Nursing Facilities, Home Care, and other health care providers and suppliers. Our services are continually expanding and evolving in the areas of revenue cycle, fiscal and clinical operational improvement, financial operations, regulatory and compliance consulting, and litigation support.

President
Charlotte L. Kohler, RN, CPA, CVA, CRCE, CPC, CPCO, CEMC, is the President of Kohler HealthCare Consulting, Inc. She oversees the organization’s overall operations, strategic direction, and financial performance. With over 30 years of experience in the healthcare industry, Charlotte has developed and maintained strong relationships with clients. Her areas of expertise include expert witness litigation, compliance work, and providing formal training on healthcare coding standards and industry regulations, all of which contribute to enhancing the financial performance of KHC’s clients. Charlotte takes a collaborative approach to decision-making, valuing input from key stakeholders within the firm. Irene Torino
Senior Vice President
Irene Torino, BSN, MS is a Senior Vice President and seasoned healthcare professional with more than 30 years of diversified experience. She has worked with a wide variety of clients, including Providers, Academic Medical Centers, Community Hospitals, Post-Acute Care, Home Health, and Law Firms. She has extensive experience assisting clients with regulatory issues, fraud and abuse, litigation support, coding, billing, claims and reimbursement reviews, and improving operational efficiencies. She has developed and implemented compliance programs and monitoring systems to identify and mitigate compliance risks and assisted clients with reporting and corrective action plans. She is frequently sought as an advisor and expert by many providers, and their internal and external Counsel.

Felicia Allis is KHC’s Office Manager, responsible for overseeing and coordinating the day-to-day administrative functions of the organization to ensure smooth and efficient operations. She provides operational guidance and supports our consultants with various requirements and assignments. Always striving to improve efficiency, Felicia streamlines office operations by assessing current practices, identifying areas for improvement, and enhancing workflow optimization, process improvement, and resource utilization. Her goal is to boost productivity while reducing costs.

Jessica Felder, MHA, CRCP, CPCS is a Manager at Kohler HealthCare Consulting and has over 20 years of experience in healthcare revenue cycle operations, finance and reimbursement, practice management, provider enrollment and credentialing, due diligence reviews, human resources and data analytics. Jessica has experience working with hospitals, large health systems, skilled nursing facilities, physician practices, and law firms. Currently, Jessica is focused on compliance assessments and program development including policies, procedures, measuring performance, and reporting to mitigate risk. Jessica currently serves on the Maryland AAHAM Board of Directors as the Membership Chair.

Elizabeth “Beth” Franzak, CRCE, CCT is an Associate Director with Kohler HealthCare Consulting and has extensive healthcare revenue cycle experience from the payer, provider, and institutional perspective. She specializes in healthcare process improvement, innovation, best practice implementation, physician and clinical integration, compliance and regulatory-based policies and procedures, practice management, system conversions, team development and interim management. Beth managed the Revenue Cycle Operations of a comprehensive medical center. Responsibilities also included managing the hospital-based physician practices. In addition, she had oversight responsibilities of the Emergency and Oncology Departments as well as Inpatient Units. Her payer experience involved claims operations for Medicaid and Medicare Advantage payers.

With Kohler, Sara performs CDM coding updates, RVU assessments, and other revenue cycle activities. Dawn Doll Homer, CPC, CEMC, CDC, Manager, is a member of the healthcare team at Kohler HealthCare Consulting. She has over 30 years’ experience in administrative and finance in healthcare. This includes extensive experience in Emergency Department and E/M –Evaluation and Management reviews for many of the hospitals in Maryland as well as private physician offices outside of Maryland. Ms. Homer has expertise in the Long-Term Care (SNF) billing for Medicare, Medicaid and Private payers. Ms. Homer has been actively involved in all aspects of research in the healthcare area including compliance, human resources, billing, and Medicare and Medicaid issues. She has assisted hospital management to complete all documentation, submissions, and monitoring to obtain Medicare provider numbers and credential status for Physician Assistants to allow for professional billing. Ms. Homer works on analysis of coding patterns, regulatory issues, project monitoring, along with facilitating client communication on our projects. She is a member of the American Academy of Professional Certified Coders with her CPC, CEMC certified in evaluation and management coding.

Diane has specialized in Revenue Integrity efforts to improve clean claim with root cause resolution to claim edits and ensure accurate charge capture with clinical department training and education. Susan Elaine Santoro, FACHE, MBA, PMC is a Managing Director with a diversified industry experience including holding senior level positions in hospital administration as well as national and international management consulting to C-Suite executives at Academic Medical Centers and health systems. She has focused on assisting providers with transformation through operational and financial performance improvement, strategic growth, implementation and large-scale project management and brings extensive experience managing complex projects. She is a Fellow of the American College of Healthcare Executives (FACHE) and has been responsible for hospital operations, health system strategic planning, new program development and business planning supporting service delivery enhancements and network development. Over the course of her career, she is known to be a leader and an innovator with proven market place results.
Often the problems facing the client includes some lack of knowledge, but is mostly caused by the lack of the same language and understanding between the stakeholders—medical providers, finance, coders, billers, regulators, nursing—we use what sounds like the same words, but the nuances and meanings are different.
